or an ction happened in the past and still affect the present or when the time of the past action is not clear or not provided 當過去事件的時間不清楚或沒有提供 or When you see for, since, recently, lately, already or When you see ever, never, before and yet

Examples:

I have explained to him many times already. 我已經跟他解釋了很多次。 I haven’t seen him lately. 我跟你都沒有見過他。
